Hogwarts education - sufficient or breaking the law?

I was doing some research into homeschooling laws for my fanfiction and was surprised to find out that even with NO reading, writing, math in Hogwarts it doesn't break the UK homeschooling law so depending on where they live parents could not get in trouble (local councils can have stricter laws)! I know this has been a point of contention as to the lack of these in Hogwarts education, so thought I'd bring it up. UK law is that they have to attend full-time (though there is no explanation of what this means). Furthermore, there is nothing that states what they must be learning...

"Government Guidelines on Home Education in England state: ‘The responsibility for a child’s education rests with his or her parents. An “efficient” and “suitable” education is not defined in the Education Act 1996 but “efficient” has been broadly described in case law as an education that ‘achieves that which it sets out to achieve’.

This means that Hogwarts education fulfills the UK education requirements!
