It was founded by Isolt Sayre, an Irish witch who was also the heir of two pure-blood families. She's a descendant, from her father side, of Morrigan, a famous Irish animagus and by her Mother side, who is a Gaunt, she's also descendant of Salazar Slytherin. 

Her Mother did not follow Slytherin's view on inter-marriage with Muggles and Witches. After she died, her sister, Gormlaith Gaunt kidnapped Isolt and isolated her with Dark Magic. Isolt escaped and left Ireland to England, then the New World. 

She felt in love with James Stewart, a muggle. They adopted two boys, Chadwick and Webster Boot, who were lost after their parents death by a Hidebehind.  

The boys imagined a School almost identical of Hogwarts with four houses. The idea of naming their houses after their names was abandoned, it was however named after magical animals. For Chadwick, who was intelligent and temperated, it was the Thunderbird that could create storms. For Webster, who wad argumentative and loyal, it was a Wampus. For Isolt, it was the Horned Serpent which she felt a kinship. And James took the Pukwudgie.

The British Department of Magical Law Enforcement 

This department is the biggest department of the British Ministry of Magic. It takes function as a combination of justice and police. 

Main Subdivisions:

British Auror Office: Dealt with the capture of Dark wizards and witches. Their task is to investigate crimes related to Dark Arts practice and to capture Dark wizards and witches. British Aurors often collaborate with foreign Aurors Offices with international manhunts. Aurors can serve of soldiers in Wizarding Wars. 

Aurors can train to become Hit Wizards to enter the Magical Law Enforcement Squad, others are simply commissioned officers. Eligible candidates must follow a recruitment programme consisting into aptitute tests or through a solid background. Lead Aurors are in charge of investigations, help by Investigative Assistants, lower-ranked Aurors. They also assume the role of prison guard after Azkaban's Dementors were gone. 

Improper Use of Magic Office: Dealt with misuse of magic, where Muggles are involved. They investigate about breaches of the International Statute of Secrecy. That rules: Underage Sorcerers and Animagus

The MACUSA Department of Magical Law Enforcement

It is responsible to uphold magical laws in the United States.

Aurors functions are the same in both countries. 

The International Confederation of Wizards is the maintenance of these activities.

The MACUSA was modelled on the Wizards' Council of Great Britain, the predated Ministry of Magic. Josiah Jackson was elected the first President of the MACUSA. His task was to deal with the troubles of the Salem Trials. He created the US Auror department. 

In 1760, the president Thornton Harkaway bred Crups that attacked No-Majs and it led to an important breach of the Statute of Secrecy. 

In 1777, the president Elizabeth McGilliguddy presided the infamous Country or Kind? Debate which was a discussion to help or not No-Majs for their liberation over British Muggles. It turned into fight. Ultimately, they did not interviene, but they did attempt to protect their No-Maj neighbours unofficially and they celebrated their Independance Day. 

The 15th president Emily Rappoport faced the largest ever breach of the International Statute of Secrecy: Dorus Twelvetrees revealed to a Bartholomew Barbone informations about wizarding community that he used to start a croisade to expose the wizardkind. It was unsuccesfuk, but it led to the Rappoport's Law which penalies relationships between wizards and No-Maj. Under her Law, MACUSA avoided communication with No-Maj United States Congress.

In the 19th Century, legislations required a permit to be allowed to carry a wand. This law ensures a control over all magical activity and can retrace the prepetrators by their wands. 

The biggest difference between the American MACUSA and the British Ministry of Magic is the penalties with criminals. MACUSA execute the worst criminals, British sends them to Askaban, except from those who escapes  which then lead to the Dementor's Kiss.

Albus Dumbledore was inspired by the idea of this Secrecy's ending, but for other reasons: he wanted to end the Muggles xenophobia and persecution over Wizards and Witches. 

This question led to the Wizard World War. The German Ministry of Magic felt into Grindelwald's influence. This conflict ended with the Albus Dumbledore's win in their fight. 

The end of the International Statute of Secrecy is an option hold both from Grindelwald and Dumbledore. This end could be a path for a global peace between Wizards and Muggles.

1689- The Statute of Secrecy of the Wizengamot from the British Ministry of Magic, advocated by Ralston Potter, was signed. 

1692- The Statute of Secrecy was officially established by every Ministry of Magic around the world. 

Major Contents

• Each Ministry of Magic is responsible to hide their presence from Muggles, to control magical creatures in their territories and underage magic and to properly cover magic games and sports 
• Each Ministry of Magic must conceal, protect and control all magical creatures, beings and spirits in their borders.
• Any of these should harm or draw the notice of the Muggle communities. If that happens, each Ministry will face to discipline measures from the Internation Confederation of Wizards
• When mingling with Muggles, Wizards must wear Muggles standard dress.
• Wizards and witches are forbidden from taking part in Muggle sports. However, they are allowed to support a side
• Using magic in front of Muggles for no reason must be punished.
• Marrying a muggle allows to break the Statute and reveal the Magic community.
